The Economic Implications of Climate Action: A report to the French Prime Minister

This report was commissioned by French Prime Minister Élisabeth Borne. It aims to develop a clearer understanding of the macroeconomic impacts of the climate transition, with a view to “better-informed decision-making”. Achieving greenhouse gas (GHG) emissions-reduction targets is central to climate-action policies. These policies, which will play a key role in many areas of public policy, will only be sustainable if proper consideration is given to their full economic and social implications. It is therefore vitally important to have solid tools for analysing and simulating the impacts of these policies on the economy. This report presents such tools and details the simulations they support. This is the English version of the report published in May 2023 under the title Les incidences économiques de l’action pour le climat.
