(d) The National President will report to Convention on the administration of the National President’s office and the affairs of the Union through the report of the National Executive Board. [...] The National Secretary-Treasurer will submit the budget to the National Executive Board before the start of the fiscal year. [...] (h) The National Secretary-Treasurer will, with the approval of the National Executive Board, invest any surplus monies of the National Union in securities or deposit the monies in a bank or banks in the name of the National Union. [...] (o) The National Secretary-Treasurer will report to Convention through the report of the National Executive Board on the administration of the National Secretary-Treasurer’s office. [...] Within six days of the vacancy, the National Secretary-Treasurer will give ten days’ notice of a meeting of the National Executive Board to elect a replacement for the rest of the term.
