The education, immigration and emigration of Canada's highly skilled workers in the 21st century

[...] First, he argues that there should be a temporary halt in immigration flows and next he argues that Canada should return to the “tap on- tap off” policy of the 1980s.4 The purpose of this section is to argue that the 1990s represented a watershed in Canadian immigration policy with respect to the recruitment of the highly skilled.
