The progress to achieving the PDO is encouraging especially on Component 1 which covers more than 73% of the Project, and e-Government Procurement (e-GP) system. [...] In addition, the existing Integrated Budget and Expenditure system (IBEX) is now in over 1800 places across the country and about 50% of them can be accessed from the regional Bureau of Finances (BoFs). [...] In addition, despite some delays due to COVID-19, there is progress in the development and initiation of the e-GP. [...] However, implementation of some elements the Component 2-"Strengthening Accountability Institutions" is not fully on track, particularly the "Capacity building for Oversight Bodies" supporting Office of the Federal Auditor General (OFAG) and the "Development of Accountancy Profession in Ethiopia" managed by the Accounting and Auditing Board of Ethiopia. [...] However, the AABE, has now started procurement processes to recruit a consulting firm to support AABE in its key mandates of review of Financial Reports of reporting entities and Audit reviews of Auditors as well as to support the PAO to be established.
