The country’s constitution recognizes the rights and the need for the protection of vulnerable groups but only makes explicit reference to the need for the protection of children and young persons, the elderly, and disabled people. [...] It states that “the State recognizes the family as the natural and fundamental element of the society and the right of everyone to form a family and undertakes to promote the legal, economic and social protection of the family.” There is no specific reference or provision in the constitution for alcohol and drug users or teenage mothers. [...] By design, two of the largest social protection programs, RP and HCP,6 do not explicitly target the poorest, but still, 30 percent of the beneficiaries of the RP and 50 percent of the beneficiaries of the HCP program are in the lowest two quintiles.
