Conditions Type Description Effectiveness FA, Article 4.01: The Recipient has extended the mandate of the special tender board of the HSPR Project to include responsibility for overseeing the review of procurement documentation related to the Project, in form and substance and in a manner acceptable to the Association. [...] Following the first confirmed case of COVID-19, the GoC put in place an immediate response plan in March 2020, with an estimated budget of US$10.7 million, to address some issues relating to the spread and effects of the virus in seven areas.6 Given the rapid progression of the epidemic, this plan has seen several additions and updates from the first iteration. [...] The project is focusing on ensuring that strategic and urgent aspects of the response are addressed, particularly in terms of critical medical equipment and testing and treatment capacity, and it is expected that other development partners and the GoC will cover remaining parts of the plan and their costs. [...] From the emerging lessons in the PLR, a dedicated multi sectoral approach is necessary to strengthen the Human Capital outcome in the longer term but in the short term, there is a need to minimize loss of Human Capital (already low) in the country and especially in the violent and conflict areas. [...] The implementation of Cameroon’s COVID-19 response plan will strengthen the capacity of the Cameroonian Government, and more specifically, the MoPH to respond to COVID-19 epidemic in country, as well as, to strengthen preparedness for detection and management of future public health threats.
