The aim of the Human Rights Plan is to provide a supportive, human rights- based and gender-transformative policy environment for the implementation of HIV, TB and malaria programs that reduce new infections, AIDS, TB and malaria related deaths and discrimination against people living with HIV and other key and vulnerable populations in the context of HIV, TB and malaria. [...] A significant shortcoming across the board however is the lack of a monitoring and evaluation system that is capable of tracking outcomes of human rights and gender programming and thus makes it difficult to track progress in terms of the impact of current programming to reduce human rights and gender related barriers to access to HIV, TB and malaria services.
