The COVID-19 pandemic exposed vulnerabilities in health systems across the globe, catalyzing a renewed push for strengthening pandemic preparedness and response (PPR). The global community has emerged from COVID-19 health emergency committed to helping countries to be better prepared for future pandemics. However, there is no consensus among major stakeholders such as WHO, CDC, The Global Fund, regarding priority COVID-19 interventions during the transition phase. There are also no policy papers providing recommendations for governments and partner implementers. This operational guidance provides key context and programmatic recommendations in the interrelated areas of oxygen ecosystems and severe respiratory illness case management within the context of PPR.
