The toolkit complements the Handbook ofTerritorial and Local Development Strategiesand the Handbook of Sustainable UrbanDevelopment Strategies developed bythe Joint Research Centre in collaborationwith DG REGIO. The three documents arestructured on a shared set of building blocks:strategic focus, territorial focus, governanceand administrative capacity, cross-sectoralintegration, funding and finance, andmonitoring and evaluation. Each chapter ofthe toolkit provides practical insights, tools,and recommendations tailored to addressthe specific challenges faced by functionalareas.
