Appraisal Environmental and Social Review Summary (ESRS) - Uganda: Roads and Bridges in the Refugee Hosting Districts Project - P171339

The Project seeks to improve transport connectivity in the refugee hosting districts in the northern region and facilitate supplies and services to the refugees by upgrading the 105 km-long Koboko-Yumbe-Moyo (KYM) road corridor in the West Nile Sub-region. [...] The overall implementation and monitoring of the ESIA/ESMP for the road project is the responsibility of UNRA through its Directorate of Network Planning and Engineering and specifically, the Department of Environmental and Social Safeguards (DESS). [...] General Assessment ESS1 Assessment and Management of Environmental and Social Risks and Impacts Overview of the relevance of the Standard for the Project: The project is expected to widen and realign in certain locations an existing road that traverses a challenging terrain and upgrade its gravel surface to bituminous paved road. [...] Occupational health and safety risks and impacts have been identified as one of the key issues to be managed during project implementation largely because of the number of workers expected on the road project coupled with common reluctance of contractors to commit resources and enforce health and safety compliance. [...] In summary, an Environmental and Social Management Plan (ESMP) has been drawn as part of the ESIA and lists project activities, their related potential impacts and the corresponding recommended mitigation measures to be carried out during the pre-construction, construction, operation and decommissioning phases of the Project.
