The Fostering Productive Innovation Project (FPIP) was designed in response to the Government of Kazakhstan (GOK) request to develop a follow-on project that would build on and scale up the results achieved by the Technology Commercialization Pr [...] In line with the request, the Project completed its first restructuring in December 2018 with a reduction in the scale of components (see Table 1) and update of the results framework targets (to reflect factual implementation progress at the time of restructuring), without changes in the project design, implementation arrangements, and other aspects. [...] While the MoES completed the design of the ESVC Fund in December 2018, the fund’s establishment stalled due to major transformation of the institutional landscape of the innovation system. [...] Hence in early 2019, the MoES initiated the transfer of the subcomponent implementation to the QazTech Ventures. [...] The establishment of the MDDIAI in February 2019, the resignation of the country president in March 2019 and election of new president in June 2019, have further delayed the planned transfer of the subcomponent.
