Analysis of Election Systems for the Hillsboro, OR School District

Hillsboro School District 1J (hereaer, the School District) had 125,462 residents as of the 2010 Census. Table 1 shows the demographic breakdown of the district by total population, Voting Age Population (VAP), Citizen Voting Age Population (CVAP), and Students enrolled in Hillsboro School District. The district has one sizable minority group: Latino residents constitute 21.18 % of the total population, 17.22% of VAP and 12.50% of CVAP. We use the term POC (people of color) to refer to residents who are Hispanic or have selected a non-White race in the Census (or both). In total the POC share of CVAP is 25.63%. The distribution of POC residents across the School District is shown in Figure 1.
