This document constitutes one of the outputs under the advisory services agreement for assistance in informed decision-making on investments in education infrastructure, signed on March 30, 2016 between the World Bank (WB) and the National Centre for Technical and Vocational Education and Training Development (NCTVETD). The purpose of the agreement is to provide technical assistance: (a) for preparing recommendations for the development of the recipient’s strategy for infrastructure investments in education institutions (SIIEI); and (b) building and enhancing the recipient’s capacity to monitor implementation strategy for infrastructure investments in education institutions. This report presents the plan for monitoring implementation of the strategy for modernizing education infrastructure. The plan includes both guidelines for monitoring implementation of the investment strategy, and a matrix of relevant outputs and results indicators. The purpose of the guidelines to monitor the action plan for implementation of the strategy for infrastructure investments in education institutions is to provide a monitoring framework for the execution of the strategy for modernizing education infrastructure. The guidelines provide hands on instructions and tailored indicators that were developed to support the action plan. Section one gives introduction. Section two discusses the strategy for modernizing education infrastructure, including the rationale for investing in education infrastructure, findings of the background data analysis, and main elements of the strategy. Section three details the action plan for implementing the modernization strategy, including objectives, measures, and specific activities. Section four identifies key institutional actors involved in modernizing education infrastructure, and institutional arrangements on structures and functions. Section five presents the matrix of strategic and result indicators; and section six presents the monitoring methodology, including data available in the education management information system (SIIIR) and the potential for use of the geospatial education information system data tool.
