The Coordination and Reforms Unit (CRU), cabinet division is delighted to present its findings of the knowledge exchange visit in Singapore in September 2019. A group of thirteen officials from the government of Bangladesh visited Singapore with the aim of gaining useful insights and lessons in managing public records by its counterparts there. The visit opened avenues for sharing challenges and opportunities of developing a modern public records management system between the two countries. It facilitated expert presentations and discussions on priority topics of modernization of the system. The learnings from the knowledge exchange are expected to provide useful policy implications for Bangladesh. The takeaways from Singapore would enable the officials to help draft a modern and digital records management policy for Bangladesh. This report includes a comprehensive summary along with relevant presentation materials. The authors hope that readers and researches can utilize the report as a reference for what may be done in Bangladesh to develop an efficient system for public records management. It would also contribute to improving the implementation of the Right to Information Act 2009. A modern and digitized records management system would also enable the designated officers in different public offices to serve the citizens better as they apply for any information under the Act. Besides, it would also augment the e-filing policy of the government.
