Building Regulatory Capacity Assessment for Sierra Leone (English)

The basis for safe, accessible, appropriate, and durable development are a well defined building regulatory framework, together with comprehensive land use planning and building controls and standards. Recognizing this, the World Bank and Global Facility for Disaster Reduction and Recovery (GFDRR) conducted a Building Regulatory Capacity Assessment (BRCA) to review existing regulatory frameworks and identify actions that can address gaps as well as optimize regulatory systems and processes. Informed by a combination of a literature review, field visits and consultations with experts and stakeholders in the government and private sector, the Sierra Leone's BRCA aims to identify priority actions to strengthen the country's building regulatory framework. This report presents the findings and recommendations of the BRCA, in order to provide a high-level assessment of the current building regulatory context.
