Research quality and the relevance of the proposal to the needs of Hong Kong are the primary criteria in evaluating research proposals. [...] 2.6 Submission of Application The application form, including the research proposal, must be – (a) endorsed by the institution/think tank concerned with signature of the person-in-charge of the organisation and official chop of the organisation; and (b) in the specified format and submitted to the CPU preferably by email (ppr@cpu.gov.hk). [...] Any undeclared relationships that exist between the PIs/Co-I(s) and the nominated reviewers, if subsequently come to the attention of the CPU, may result in disqualification of the application and forfeiture of approved funds. [...] Such licence to use shall include the right to (a) copy the Results in any format and in any medium (b) upload the Results including the Final Report of the research onto CPU’s website and make available copies thereof to the public; (c) issue copies of the Results to the public including publishing the Results or any part thereof in reports, publications and/or publicity materials; (d) circulate.
