2004 Session Laws, Chapter 111, requires the Wyoming Department of Education (WDE) to conduct a study on the court ordered placements of students (COPS) in Wyoming. The study is also directed to look at day treatment and juvenile detention centers as cost-efficient alternatives to placements in existing institutions. The Department of Family Services (DFS) already considers day treatment to be the preferred method of placement; their next recommendation is to place the child in a treatment facility in the child?s home community, if possible. Detention is usually considered as an educational option for periods less than 60 days and is viewed by this study as the least desirable locale for a child?s education.
