Guinea-Bissau - Agricultural Services Project

The project was cofinanced by a grant of US$2.5 million equivalent from the Netherlands, administered by the Bank. [...] The borrower's full report on the implementation and achievements of the project is annexed to the ICR. [...] The objective of the Agricultural Services project was to strengthen, over a period of three years, the capacity of the Ministry of Rural Development and Fisheries (MDRP)— later divided into the Ministry of Rural Development and Agriculture (MDRA) and Ministry of Fisheries (MP)—to: (i) manage its human resources, especially technical assistance; (ii) plan activities and coordinate external aid in [...] However, the latter were too narrow and though measurable were not sufficiently linked to the development of the agricultural sector. [...] The most successful and least costly of the project's achievements was the creation of a national farmers association (ANAG) which is dynamic, market-oriented, autonomous and pays for itself.
