Regional Variations At the dawn of the new millennium, democracy and freedom are the dominant trends in Western and East-Central Europe, in the Americas, and increasingly in the Asia- Pacific region. [...] Yugoslavia: With the election of President Vojislav Kostunica, the bloody rule of Slobodan Milosevic has come to an end, a development that gives rise to hope for genuine peace in the Balkans and the emergence of the rule of law in Belgrade. [...] The Community of Democracies: The convening in June 2000 of a conference of the world's democratic states creates the possibility of a new era of cooperation and concerted policy towards the spread of freedom. [...] Global markets prefer the private to the public, the commercial to the civic, and the consumerist to the social. [...] The new monopolies are particularly insidious because while monopolies of the nineteenth century were in durable goods and natural resources, and exercised control over the goods of the body, new informa tion age monopolies of the twenty-first century are over news, entertainment, and knowl edge, and exercise control over the goods of the mind and spirit.
