Changes in Supplementary Budget I for FY 2020/2021: What they say about Kenya's priorities

The National Treasury prepared the supplementary budget as the country continues to put in place measures to support the recovery of the economy from the Covid-19 pandemic. [...] Taking a closer look at the tables, we see that most of the increases are on the development (capital) side of the budget, except for the Teachers Service Commission, which has a significant increase in the recurrent expenditure. [...] The table indicates that the most significant reductions occur on the development side of the budget except for the State Department of Tourism, which substantially reduces the recurrent side of the budget. [...] The National Treasury and Ministry of Health need to provide adequate reasons and justifications as to why most of the targets remain the same even with the changes in allocations, except for the Disease Surveillance and Response Sub-programme, which is the only one with revised targets as shown in Figure 7. [...] The National Treasury and the State Department for Social Protection, Pensions, and Senior Citizens Affairs need to provide disaggregated data on the justifications and distribution of the households across the country.
