Since 2002, the EU-OCT Forum brings together leaders from all Overseas Countries and Territories (OCTs) associated with the European Union, representatives of the European Commission, the European Parliament, the European Investment Bank and the EU member states to which the OCTs belong.15 The EU-OCT Forum is one of three occasions of dialogue between the European Union and the overseas countries. [...] The Overseas Association Decision adopted in 2013 by the European Council and the European Parliament became the guiding framework for aid, trade and political relations of the EU with the OCTs for the next years.28 In the words of the European Commission, the Overseas Association Decision, a   25 Lisbon Treaty, Treaty on the Functioning of the European Union (TFEU), Art.
