China Decoupling Handbook: Where We Are, What to Do

China is an economic predator, rights violator, and military aggressor. The US talks of extravagant sanctions while continuing to effectively support Beijing’s efforts with American technology and money. Partial decoupling is desirable and began in 2021, with drops in US investment in China followed by a 2023 drop in imports from China. But this is not occurring due to American policy, which has not changed. New policies must address supply-chain dependence and technology loss. Congress should identify critical sectors, in law. In these sectors, mandates should be applied to eliminate dependence on Chinese participation in supply chains and bar US commercial participation enabling the further development of Chinese capabilities.
