While some obligations require States to stop or start something from the moment of entry into force, the INC generally undertakes additional work to lay the groundwork for initial implementation in the interim period between the adoption of the treaty and the first COP. [...] The Parties to the Convention are required to take appropriate measures to meet the goals of the Convention and the Protocols in force to which they are a Party to prevent, abate, and combat pollution in the Mediterranean Sea. [...] Several provisions explicitly allow and call for the Parties to work with each other in forming Protocols and separate instruments in pursuit of the goals of the Convention, and any Party seeking to become a Party to the Convention must also become a Party to at least one of the Protocols.
