[...] The letter concluded by stating that the recommendations and guidelines of the WCD 'are not acceptable'' The World Bank, which was one of the sponsors of the WCD' itself had disagreements with the final outcome of the WCD Report' The Bank's Review noted tltat in the two years since the issuing of the WCD Report' no consensus has emerged on the applicability of the twenty-six WCD guide- lines. [...] The period of study extends from the completion of the project construction till the full development of irrigation, unfettered by the constraints imposed by the Indus Treaty during the 'transition period' (till 1970) on the pace of development. [...] Chapter 12 examines the silt load in the Sutlej river and the impact of the Bhaka dam by way of sedimentation in the reservoir.
