Natural Resource Management, Fragility, and Conflict Issues: Guidance Note for Country Climate and Development Reports

This guidance note seeks to identify and disseminate good practices in Country Climate and Development Reports (CCDRs) to improve coverage of the critical linkages between climate change, natural resource management, and Fragility, Conflict and Violence (FCV). It advocates for a conflict-sensitive approach in CCDRs, aligning with the World Bank Group's Strategy for FCV 2020-2025, which recognizes the role of climate change as a threat multiplier and underscores the importance of addressing the environmental drivers and impacts of FCV. This note provides practical guidance on incorporating the environment-FCV nexus and climate-security risks into CCDRs, as well as enhancing the FCV-sensitivity of CCDR recommendations. Section I delves into key natural resource considerations for CCDR development in Fragile and Conflict-affected Situations (FCS), offering examples of how existing CCDRs have integrated the linkages between natural resources, climate change, fragility, and conflict into their analysis. Section II provides an annotated questionnaire for Context Analysis and Recommendation Design to support the inclusion of these dimensions in future CCDRs and strengthen their conflict sensitivity.
