The PNG National Research Institute Act (1993) (Section 5) states that the functions of the PNG NRI are; “(a) the promotion of research into Papua New Guinea society and the economy” and in particular “(b), the undertaking of research into social, political and economic problems of Papua New Guinea in order to enable practical solutions to such problems.” (NRI Corporate Plan 2024-2028). [...] It is the essence of the PNG NRI brand, and is encapsulated in the vision, mission and purpose outlined above. [...] Research in policy is the process of policy analysis or evaluation of a policy to identify key issues/weakness and key success/strengths in order to inform policy owners to find remedies or solutions to the problems. [...] Complex dynamics of Research To better understand the complex dynamics that shape the contribution of research to policy and innovation processes that address ‘competing claims’ on resources and their management. [...] Policy as an Expression of General Purpose or Desired State of Affairs Policy as Specific Proposals Policy as Decisions of Government Policy as Formal Authorization Policy as a Programme Policy as Output and also as outcome Policy as a Theory or Model Policy as Process: Policy involves a process whereby objectives are identified, decisions are made and a Bill becomes an Act.
