This approach is intended to improveunderstanding of the drivers, opportunities, and challenges of each type ofmigration and to help frame policy solutions and options. The reportdistinguishes between two main types of migrants (high skilled and lowskilled) and between two main drivers of migration-either the search foreconomic opportunity (economic migration) or the need to flee war,conflict, or persecution (forced migration).
