The Ministry of Finance is followed by the Ministry of Communication, the Ministry of Roads and Highways, the Ministry of Health, and the Ministry of Food and Agriculture as the top five fiscally reckless institutions for the period of assessment. [...] Due to a lack of data on the full resolution of the different forms of irregularities identified, this work does not include the report of the Public Accounts Committee in the computation of the fiscal recklessness of the MDAs. [...] The explanatory notes on the causes of the irregularities over the period are limited to the summary of causes presented in the reports by the Auditor-General due to the non-disclosure of the full audit reports of the institutions. [...] The analysis also takes cognizance of the effect of the quality of the audit on the outcome of the reported financial irregularities. [...] With the support of the Public Accounts Committee of Parliament, the legislative arm of the government provides dialogue and discussions on the specific details of the audit report and the finances of the state.
