In practice companies can distribute their fleets geographically, with e-vans operating in zero-emission freight zones and a remaining stock of diesel vans operating in the rest of the city and its suburbs [15]. [...] Conversely, zero-emission zones can lead to companies outside the city to electrify to maintain access to the zero-emission zone. [...] Third, the number of affected vans in selected cities was calculated using the nationally-adjusted estimates and population data for the selected cities from citypopulation.de. [...] In total, the above studies compared the TCO of battery-electric and diesel vans in 16 European countries. [...] Conclusion The findings presented above show that the e-van market is ready for the large-scale deployment of zero-emission freight zones in large cities throughout Europe by 2030.

- Recommendations 16
- All major EUUK cities should adopt stepwise plans to introduce zero-emission zones by the 2030s to combat climate change and improve air quality. 16
- Zero-emission zones should apply in priority to large van fleets to ensure social equity. 16
- The EU should implement the agreed 2035 date for cutting emissions from new vans by 100. 16
- The EU should adopt new legislation requiring all new vans in large fleets to go fully zero-emission by 2030 at the latest. 16
