Ratings of the Second Recovery and Resilience Development Policy Operation (DPO) Project for Samoa were as follows: outcomes were moderately satisfactory, risk to development outcome was high, Bank performance was satisfactory, and Borrower performance was moderately satisfactory. Some of the lessons learned include: the DPO series built on the momentum established by several DPOs the World Bank delivered in Samoa over the past 13 years; Close coordination with other development partners was critical to support strong reforms and help maintain a strong policy dialogue with the government; Budget support could be warranted in crisis circumstances, despite the presence of fiscal surpluses; Regular and comprehensive monitoring and evaluation throughout the program cycle is important for effective implementation of programmatic DPO series; and Monitoring of implementation effectiveness might be improved through more active use of the Joint Policy Action Matrix (JPAM).
