This report seeks to identify relevant barriers and opportunities for enhancingaccess to adaptation finance in fragile and conflict-affected settings in West and CentralAfrica. Through the triangulation of diverse sources of information, including academic andgrey literature, the report builds on earlier reports produced from the World Bank's ScalingAccess to Finance in Fragile Environments (SAFFE) research activity. It presents nuancedinsights on the root causes of fragility and identifies the potential entry points to unlock andeffectively deploy climate finance in fragile and conflict-affected regions.
