Implementation of the Plan is the collective responsibility of all agencies involved in the development of Delhi, including the Central Government, concerned departments of the Government of the NCT of Delhi, service providers, landowning agencies, regulators, and local bodies among others. [...] As per the Economic Survey of Delhi 2019-20, 30.3% of the population is from the age group of 15-30 years, making Delhi one of the cities with the highest young population in the world. [...] This highlights the need for opportunities and spaces for education, skilling and employment for youth as an imperative for talent retention and to create a skilled workforce for the city and the country. [...] Within the NCR, it will be critical for the member states to follow directions of the Regional Plan and the Environment Pollution (Prevention and Control) Authority, and explore collaborative actions for addressing pollution and climate change. [...] The causes and mitigation measures for pollution are closely inter- related with the issue of climate change and therefore most of the strategies will provide co-benefits for both of the areas of concern.
