• The National Action Plan for the implementation of recommendations from member states 5
• 2023-2026 hereafter referred to as the Action Plan consists of 13 items and 93 sub-items. An analysis was conducted 5
• As of the end of the analysis period December 2024 the level of sub-item implementation is as follows 5
• Fully implemented 7 5
• Partially implemented 3 5
• In the process of implementation 35 partially implemented in process or not effectively enough 15 5
• Not implemented yet 13 of which 7 sub-items have a deadline for implementation. 5
• No information or insufficient information for analysis 15 items of these 12 sub-items have no information 3 sub- 5
• Responsible state bodies are conducting significant work to implement the recommendations of the UN Human Rights 5
• Council member states within the third cycle of the Universal Periodic Review procedure some measures are 5
• The level of Action Plan implementation at the intermediate stage can be assessed as quite high although there are 5
• Since this analysis is intermediate mid-term the implementation process for some measures is not completed. 5
• The analysis highlights the following difficulties accessibility of some statistical data information about the activities 5
• Additionally there is a narrowing of the activity scope of civil society organizations CSOs due to which there is a lack 5
• Relatively detailed information reflecting the implementation of specific items of the Action Plan is contained in the 5
• Not all responsible structures are involved in the implementation of the Action Plan coordination between responsible 6

• Some measures items do not have specific performance indicators complicating analysis evaluation and the degree 6
• It should be noted that some sub-items of the Action Plan are not directly relevant to the recommendations within the 6
• UPR and are focused only on tactical implementation not reflecting a strategic approach. Consequently formally some 6
