General Assessment ESS1 Assessment and Management of Environmental and Social Risks and Impacts Overview of the relevance of the Standard for the Project: The project will finance civil works under components 1 and 3, that include improvements on road infrastructure, procurement, and installation of road signs, speed humps, pedestrian crossings, speed management traffic signs, etc. [...] The ESMF will be based on current information about the overall MPA phases, including an accurate description and delineation of the project and any associated aspects, and environmental and social baseline data at an appropriate level of detail sufficient to inform characterization and identification of risks and impacts and mitigation measures for the whole MPA. [...] The ESMF will include a detailed assessment and measures to strengthen the Borrower’s capacity, roles and responsibilities to adequately and proportionately address the project’s environmental and social risks and impacts including sufficient guidance for the selection, preparation and implementation of project activities as well as budget to ensure its effective implementation. [...] The ESMF will also include a Cumulative Impact Assessment (CIA) to assess the potential impacts and risks of the whole MPA in all its phases, in the context of potential effects from other developments and natural environmental and social external drivers on a chosen Valued Environmental and Social Component (VESCs) and to determine if the project is incrementally responsible for adversely affecti [...] Notwithstanding, ANE will include specific provisions to strengthen environmental and social considerations in the Terms of References (ToR) for the capacity building programs to ensure that the outcome of the trainings provided through the TA is consistent with the ESF.
