CCAP and REACH formed the major components of the Government's Dastarkhan-e-milli (DM) program to provide emergency COVID food relief in the country. [...] The Government's progress was made despite growing insecurity in the rural areas and cities, and despite approximately seven months of Parliamentary opposition (from October 2020 to April 2021) to the Government's Dastarkhan-e- milli program which delayed the approval of the urban spending budgets for the Independent Directorate of Local Governance (IDLG) and Kabul Municipality.
