The activities of the Component include: • rehabilitation and sealing of 2 key priority links of roads of approximately 22 kms in Tongatapu • rehabilitation and sealing of 3 priority links of roads of approximately 8.5 kms in Vava’u • rehabilitation and sealing of up to 7.5 km of the main road in Ha’apai. [...] Potential impacts arising from road upgrade activities depend on a number of factors including the existing condition or type of road and the location of nearby sensitive environmental and social receptors and the scale and nature of the works proposed, factors which are different for each Island. [...] This document assesses the impacts and risks and identifies mitigation measures pertaining to the Road Component investments within the Project Development Objective which is: “To improve the climate resilience and safety of the recipient’s transport sector and in the event of an eligible crisis or emergency, to provide an immediate response to the eligible crisis or emergency”. [...] The fourth pillar of Tonga’s Strategic Development Framework (TSDF) II 2015-2025 reflects the national outcome of Organizational Outcome 4.2: More reliable, safe and affordable transport services on each island, connecting islands and connecting the Kingdom with the rest of the world by sea and air, to improve the movement of people and goods based on good infrastructure and competitive services. [...] The CESMP requires PST approval prior to any works proceeding and a template and guiding text is provided to assist the contractors as Appendix 2. For the purpose of this ESMP an impact is the expected outcome of an action and risk is the chance that the impact will occur, calculated as potential consequences of harm by the likelihood of the event occurring.
