The unemployment rate of Afro-descendants increased from 13.5 percent in the last quarter of 2019 to 17.2 percent in the last quarter of 2020 (compared to an 11.5 percent unemployment rate for white workers during the same period).2 Labor force participation of Brazilian women fell from 66 to 62 percent since the onset of the pandemic, whereas the unemployment gender gap against women increased to [...] Prior to the COVID-19 pandemic, in 2019, over 760,000 residents (19 percent of the state population) lived under the US$5.5 poverty line, and 138,000 (10 percent of the state population) lived under the US$1.9 extreme poverty line.7 The Gini index in the state is 0.513, below the country’s 0.537, yet higher than in most LAC countries. [...] The State law specifically aims to: (i) guarantee water resources availability, of adequate quantity and quality, to current and future generations; (ii) ensure rational and integrated water resources use for sustainable development; (iii) prevent and protect against critical adverse hydrological events; and (iv) contribute to the conservation and preservation of the State´s wetlands. [...] To this end, the Law called for the establishment of the State Water Resources Management System,26 the institutional structure governing the Law’s implementation, including the State´s Water Resources Agency (AGERH).27 The Law led to the development of a State Water Resources Plan,28 which establishes guidelines and criteria for water management in Espírito Santo for the period 2018-2038. [...] Although the municipalities in the basin have medium to high levels of HDI, an estimated 31 percent of Itapemirim Basin´s population is enrolled in the Cadastro Único32 and of these, 24 percent live below the poverty line and 14 percent below the extreme poverty line.
