This PDO was relevant at the time of approval of the original project in 2012 and remains highly relevant in the Palestinian context today, as it reflects and is fully aligned with the priorities of (i) the Palestinian Authority (PA) National Development Plan 2021-2023; (ii) the PA’s Education Sector Strategic Plan 2017-2022; (iii) the World Bank’s Assistance Strategy for West Bank and Gaza (WB&G) [...] To address the key challenges facing the Palestinian economy (e.g., lack of jobs and lack of skilled workers) and the tertiary education sector (e.g., low quality programs and unemployed graduates) and the disconnect between the two, the Project has been focusing on how to incentivize TEIs to make changes to their curricula/programs to be more responsive to the labor market needs and to their trai [...] Built on the persistent needs and the lessons learned from the original project, the AF has continued the same design but expanded the successfully-implemented competitive fund program – Quality Improvement Fund (QIF) to further consolidate the positive cultural change brought by the Project to the tertiary education sector and benefit more TEIs. [...] With the financial and technical support from the Project, the MOHESR has successfully put in place (i) an innovative grant facility (QIF) for TEIs to make their study programs more relevant to the needs of the job market and economic development, and to increase their capacity to develop income-generating programs under Component 1 – Education to Work Transition Innovation Grant Facility; and (ii [...] In examining the outputs and outcomes achieved over the life of the Project, all the results indicators for this operation at both the PDO and the intermediate levels have been achieved or exceeded.
