The CURIP II, prepared shortly after the effectiveness of the CURIP, focused on the health sector only to address the gaps that could not be covered in the scope of the CURIP. [...] The main objective of this restructuring was to cancel loan proceeds of US$10 million, which resulted from (a) the suspension of the Wushan TCM Hospital construction due to the unexpected landslide and (b) the use of Government financing, instead of the World Bank loan, for the Qianjiang Hospital construction. [...] There were two reasons for revising the targets downward: (a) the tight timeline for evaluation as the evaluations on pre-reform packages were planned to be conducted only in the last year; (b) reflecting the changes related to the suspension of the Wushan TCM Hospital construction and the withdrawal of Qianjiang Hospital in the use of World Bank loan proceeds for hospital construction. [...] The project has had a significant impact in supporting the implementation of health reforms in the remote counties and was used strategically to support health reform activities and build up capacity in the Chongqing Municipal Health Commission, local health bureaus, and project hospitals where the project was implemented. [...] The trainings had specific modules to facilitate the implementation of the project such as the hospital performance management, clinical pathways, and the CQI.
