Greece's active labor market policy is undergoing reform focused on program design and the delivery mechanism. As per common European Union (EU) practices, Greece is moving from an ad hoc to a more systemic approach in managing active labor market programs (ALMPs). The goal as laid out in the Strategic Framework for the redesign of ALMPs prepared by the Ministry of Labor, Social Insurance and Social Solidarity (MoLSISS) is to implement a new ALMP model comprising the following elements: (i) shifting towards a new model of ALMP delivery whereby a menu of ALMPs is available on a continuous basis to the unemployed; and (ii) strengthening the provision of counseling (including profiling) to the unemployed to support, assess, and guide them to the appropriate measures. The Greek authorities intend to initiate the first phase of the new ALMP model with a pilot program focused on the local OAED office (KPA) of Elefsina, covering three municipalities. The pilot will be an opportunity to both test a new case management approach, where the job seeker receives personalized services, including profiling, individual action plans, and counselling and introduce innovations in program design. The pilot phase of the ALMP reform will consist of a menu of three ALMPs as priority interventions (public works, training, and wage subsidies). Underpinning the new ALMP model are enhanced program information systems, improved planning, supervision, monitoring and evaluation (M&E) and better utilization of labor market information to inform both design and implementation.
