This extension will allow for the completion of road works financed under the project and will thus maximize the chances of achieving the project development objectives. [...] The reasons presented for the request include the pandemic and the new wave of infections in May 2021, and continuation of logistical challenges, notably (i) a delay in the mobilization of material resources both inter-island and internationally; (ii) delay in the supply of spare parts essential for the repair of some equipment used on the construction sites; (iii) shutdown of the quarries, result [...] The For Official Use Only situation was exacerbated by the rainy season, difficulty in mobilizing manpower, and overly optimistic planning and neglect of equipment on the part of the contractors. [...] This is the second request for an extension (the World Bank earlier approved a one-year extension of the closing date from December 31, 2020 to December 31, 2021 due to the challenges brought by the pandemic). [...] In view of the above, the Bank team finds the Government’s request reasonable and recommends extending the closing date by six months.
