As more countries commit to ambitious climate targets, they are increasingly looking to border carbon adjustment (BCA) to prevent domestic climate policies leading to an increase of emissions abroad. IISD’s Aaron Cosbey proposes a list of principles and best practices that could help guide the development and implementation of BCAs.
