The Commission decided to address this need through a formal documentation of the community’s experience with the Thar Coal project that could guide the Commission as well as other stakeholders on the issues important to the community, the approach and practice adopted by the parties leading the project and the state’s role. [...] Outline of the Report This report traces the development of the coal projects in Tharparkar and brings together the opinions, concerns, observations and experiences of the local communities, civil society, and experts, with regard to the Thar Coal project.
