[...] METHODOLOGY For this chapter, we gathered statewide data on the following: • Utility energy sales (electricity and natural gas) to customers in 2017 and 2018 • Utility revenues from retail energy sales in 2017 and 2018 • Number of residential natural gas customers in 2017 • Budgets for electricity and natural gas energy efficiency programs in 2018 and 2019 • Actual spending for electricity and nat. [...] First, basing our scoring on total annual savings or cumulative energy savings would involve levels of complexity that are beyond the scope of the State Scorecard, including identifying the start year for the cumulative series and accurately accounting for the life of energy efficiency measures and the persistence of savings.
