The importance of resetting the relationship was demonstrated during the lengthy process concluded on December 3, 2020, of negotiating a new agreement between the EU and Africa – though in another configuration, that of the African Caribbean Pacific group of countries (ACP) to replace the Cotonou Partnership Agreement (CPA) in place for the previous twenty years. [...] So far, the mechanisms put in place to support the issue of the significant new debt undertaken by developing countries in response to the pandemic, including the much- heralded Debt Service Suspension Initiative (DSSI) championed by the G20 group of countries, have failed to provide the support needed, and have merely kicked the proverbial can of unstainable levels of developing country debt down. [...] But Africa’s importance to Europe goes beyond that of access to Africa’s markets and valuable raw materials and is related to the complex nexus between Africa’s development and stability – and Europe’s security.10 On the EU’s doorstep, Africa's growing population is seen by the latter as one which has the potential to sharply increase the levels of irregular migration across the Mediterranean, as. [...] “the blanket approach to the framing of initiatives despite the complex diversity of Africa, a failure to acknowledge the legacy of the colonial past, inadequate treatment of areas of conflicting interests, for example in the fields of migration and human rights”.26 1. [...] But the regional average does not account for the wide variation in internet usage across countries in the region: South Africa (68%), Mauritius (65%), and Gabon (61%), are among the countries with the highest shares of internet users; the Central African Republic (4%) and Somalia (2%) are among the countries with the lowest percentage of users.
