[...] Based on review of relevant precedent and the literature and studies cited by the Department of Labor in its regulations1 implementing the federal contactor minimum wage requirements established by Executive Order 14,026,2 the attached brief reflects Amici’s position that the regulations are lawful and advance economy and efficiency for the federal government. [...] The Department properly relied on evidence demonstrating the benefits of an increased minimum wage that indicate “the efficiency and economy gained in government procurement.”25 Studies and literature cited in the Rule show the link between increased wages and efficiencies, including morale and productivity increases and decreases in employee turnover and absenteeism, and the larger social benefit.
