Too often, the presumption of liberty required by EU and international law is reversed and non-citizens in an irregular situation are instead required to contest a “presumption of detention.”35 Through the implementation of their pilot, CLA-Voice in Bulgaria has regular contact with the Ministry of the Interior and there is a willingness to collaborate on the part of the authorities.
