Therefore, interventions to enhance the capacity of the supply-side of the employment equation (i.e., program participants) are often not matched, from the demand-side, by available jobs opportunities in the short-term, especially in the formal sector. [...] The intervention is implemented by the Liberian Agency for Community Empowerment (LACE) under the overall institutional oversight by the Ministry of Labor (MoL) and the Ministry of Public Works (MoPWs).
