A Synthesis Note (English) MINISTRY OF WATER, SANITATION AND IRRIGATION Synthesis Note A Synthesis Note: tracing the journey of the Development of the Naonal Sanitaon Management Policy - Kenya Introducon This synthesis note summarizes the process taken in developing the Naonal Sanitaon Management Policy (NSMP) in Kenya. [...] It provides a brief background of how the process unfolded, describes the policy windows that were present at the me of the development of the policy, and assesses how a group of sector stakeholders led by the Kenyan government worked together to develop the NSMP. [...] Background The Naonal Sanitaon Management Policy has its origins in the reorganizaon of funcons between the Ministry of Health (MOH) and the Ministry of Water, Sanitaon and Irrigaon (MWSI) when the President of Kenya gave the sanitaon management funcon to MWSI. [...] 2 POLICY BRIEF The origins of the NSMP are equally traceable to an Execuve Order issued by the President on sanitaon and the subsequent creaon of the Sanitaon Department within MWSI to spearhead sanitaon management. [...] These included the creaon of a new department within MWSI, the need for a policy framework to operaonalize the newly created department, the support and commitment of a cadre of senior staff within MWSI, and the Execuve Order on Sanitaon.
