Evaluating the Regulation of Independent Power Producers in a Hydro-Based Electricity System: Lessons for BC from Québec and Norway

In 2002, British Columbia adopted a unique energy generation regime. The year prior, a task force seated by the BC Liberals issued a report that argued in favour of encouraging private generation of electricity to help meet the province’s demand. This report was realized with the 2002 BC Energy Plan, which mandated BC Hydro purchase new capacity from Independent Power Producers (IPPs).
